——記中鐵十四局3號線項目部經理王春國

青島(dao)地(di)鐵(tie)3號線(xian)土建14標(biao)段,是(shi)青島(dao)地(di)鐵(tie)3號線(xian)10多個標(biao)段中情況比較復(fu)雜的(de)標(biao)段工程,自從項(xiang)(xiang)目(mu)(mu)進(jin)場伊始,征地(di)拆(chai)遷難、外圍環(huan)境(jing)復(fu)雜、下穿膠濟線(xian)鐵(tie)路、下穿老舊(jiu)居(ju)民建筑等一系列難題就擺在了項(xiang)(xiang)目(mu)(mu)經理王春國的(de)面前(qian),但是(shi),開弓沒有回頭箭,既然已(yi)經接手項(xiang)(xiang)目(mu)(mu),只能一往(wang)無前(qian)!

一(yi)到青島(dao)地(di)(di)(di)鐵3號(hao)線的他(ta)(ta),就潛心投入(ru)到項目(mu)管理中(zhong),梳理著(zhu)一(yi)道(dao)又(you)一(yi)道(dao)工(gong)序,組織著(zhu)一(yi)個又(you)一(yi)個戰役,在他(ta)(ta)的帶(dai)領(ling)下(xia),中(zhong)鐵十四(si)局集團(tuan)青島(dao)地(di)(di)(di)鐵一(yi)期工(gong)程3號(hao)線14標項目(mu)部一(yi)舉奪得(de)(de)了2012年(nian)(nian)度(du)地(di)(di)(di)鐵建設(she)先進(jin)單位(wei)、2012年(nian)(nian)度(du)宣傳報道(dao)先進(jin)單位(wei)、2012年(nian)(nian)度(du)安康杯優(you)(you)勝班組、2012年(nian)(nian)度(du)山東省自(zi)主創(chuang)新(xin)模范企(qi)業等一(yi)系列榮譽(yu)稱號(hao),他(ta)(ta)本人(ren)也(ye)榮獲&“優(you)(you)秀項目(mu)經理”、&“青島(dao)市工(gong)人(ren)先鋒”等稱榮譽(yu),徹底打響(xiang)了中(zhong)鐵十四(si)局在青島(dao)“特別能吃苦(ku)、特別能戰斗(dou)”的名號(hao),為(wei)中(zhong)鐵十四(si)局贏得(de)(de)了良(liang)好(hao)的企(qi)業聲譽(yu)。

盯安(an)全(quan)沖在危險(xian)源第(di)一線

安(an)(an)(an)全生產是一(yi)個施工(gong)企業命脈,它關系著一(yi)個企業的(de)生存和發展。面對青島(dao)地鐵3號線嚴(yan)峻的(de)安(an)(an)(an)全形勢,王春(chun)國經理與項(xiang)(xiang)目書記(ji)、總工(gong)、生產副經理、安(an)(an)(an)全員、施工(gong)員、工(gong)程技術人(ren)員一(yi)道(dao),及時對隧道(dao)施工(gong)的(de)安(an)(an)(an)全工(gong)作進(jin)行了梳理,他深(shen)入到隧道(dao)掌子面一(yi)次(ci)又一(yi)次(ci)查看情(qing)況,摸清了施工(gong)中存在的(de)20多(duo)種危(wei)(wei)險源,針(zhen)對這些(xie)問題(ti)和復雜的(de)地質情(qing)況,果斷采取了監控量測信息化管理、安(an)(an)(an)全質量危(wei)(wei)險源管理,又有針(zhen)對性地制定了18項(xiang)(xiang)應急預案,并認真(zhen)組(zu)織實施,逐步(bu)使工(gong)程施工(gong)步(bu)入良(liang)性發展。

為進(jin)一(yi)(yi)步(bu)提高員(yuan)(yuan)工(gong)(gong)(gong)(gong)的(de)(de)安(an)全意(yi)識,他在項目(mu)部(bu)中推行安(an)全包保連(lian)帶(dai)責任(ren)追究(jiu)制,規(gui)定任(ren)何(he)一(yi)(yi)道(dao)(dao)工(gong)(gong)(gong)(gong)序(xu)作業(ye)的(de)(de)員(yuan)(yuan)工(gong)(gong)(gong)(gong)出現(xian)安(an)全事故(gu),當班的(de)(de)施(shi)工(gong)(gong)(gong)(gong)員(yuan)(yuan)、安(an)全員(yuan)(yuan)都要受到處罰,而且一(yi)(yi)同作業(ye)的(de)(de)員(yuan)(yuan)工(gong)(gong)(gong)(gong),也要對(dui)其進(jin)行責任(ren)追究(jiu)和經(jing)濟(ji)罰款,這種連(lian)帶(dai)責任(ren)追究(jiu)制,使參戰員(yuan)(yuan)工(gong)(gong)(gong)(gong)更加(jia)重視安(an)全。在安(an)全得以(yi)保障的(de)(de)情(qing)況下,他又狠(hen)抓工(gong)(gong)(gong)(gong)程質量,堅持工(gong)(gong)(gong)(gong)區分工(gong)(gong)(gong)(gong)負責管理的(de)(de)辦法(fa)(fa),在施(shi)工(gong)(gong)(gong)(gong)現(xian)場(chang)實行“人盯(ding)工(gong)(gong)(gong)(gong)序(xu)”的(de)(de)管理辦法(fa)(fa),并認真落(luo)實工(gong)(gong)(gong)(gong)程質量“三檢(jian)制”、“工(gong)(gong)(gong)(gong)序(xu)交接制”、“內(nei)部(bu)旁站監理制度”,盯(ding)住每道(dao)(dao)施(shi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)序(xu),使工(gong)(gong)(gong)(gong)程質量穩步(bu)上升。

搞創(chuang)新集思廣益國內(nei)領先(xian)

2012年,當項目施工生(sheng)產逐步走入正軌(gui),各項工作有(you)條(tiao)不紊的(de)開(kai)展之際,一只“攔路(lu)虎”橫在了(le)項目部全(quan)體(ti)員工面前,那就是如(ru)何穿越永(yong)平路(lu)至青島火車(che)北站區間的(de)五棟老(lao)(lao)樓房和大量(liang)平房區,這些老(lao)(lao)舊樓房普遍(bian)建于(yu)上(shang)世紀70年代,有(you)的(de)甚至更早(zao),如(ru)何安全(quan)高效的(de)穿越上(shang)述風(feng)險源,成為擺(bai)在王春國面前的(de)一道(dao)難(nan)題。

王春國親自(zi)參(can)與施(shi)(shi)(shi)工(gong)(gong)(gong)組(zu)織方(fang)案的(de)(de)(de)編寫,請來多位(wei)國內(nei)知名專(zhuan)(zhuan)家(jia)優化施(shi)(shi)(shi)工(gong)(gong)(gong)方(fang)案,經過(guo)數(shu)十次方(fang)案論(lun)證和現場試驗,最終形(xing)成了(le)“雙(shuang)楔形(xing)”掏槽(cao)(cao)和“中(zhong)控(kong)大直(zhi)徑直(zhi)眼掏槽(cao)(cao)”爆破設計方(fang)案。在整個爆破過(guo)程中(zhong),施(shi)(shi)(shi)工(gong)(gong)(gong)人員(yuan)通過(guo)監(jian)測數(shu)據采集,及時調整爆破參(can)數(shu),使(shi)爆破施(shi)(shi)(shi)工(gong)(gong)(gong)振動控(kong)制(zhi)達(da)到(dao)了(le)預期效果。爆破施(shi)(shi)(shi)工(gong)(gong)(gong)的(de)(de)(de)振速由國家(jia)規(gui)定(ding)的(de)(de)(de)3.5至5厘(li)米(mi)/秒(miao),降至1厘(li)米(mi)/秒(miao)以(yi)內(nei),達(da)到(dao)了(le)國內(nei)先(xian)進(jin)(jin)水平,順(shun)利(li)實現了(le)五棟樓(lou)房的(de)(de)(de)地(di)(di)下(xia)穿越。在一流的(de)(de)(de)專(zhuan)(zhuan)項施(shi)(shi)(shi)工(gong)(gong)(gong)技術支持下(xia),他(ta)又(you)不失時機地(di)(di)組(zu)織項目部施(shi)(shi)(shi)工(gong)(gong)(gong)生產大比武,先(xian)后(hou)開展了(le)“大干100天”,“保(bao)安全、保(bao)質(zhi)量(liang)、樹信譽(yu)&”等勞動競賽活動,還對競賽活動優秀人員(yuan)進(jin)(jin)行獎勵(li),激勵(li)了(le)員(yuan)工(gong)(gong)(gong)工(gong)(gong)(gong)作的(de)(de)(de)積極性,施(shi)(shi)(shi)工(gong)(gong)(gong)進(jin)(jin)度更加有(you)序(xu)可控(kong)。2013年3月(yue),中(zhong)鐵(tie)(tie)十四局青島(dao)地(di)(di)鐵(tie)(tie)3號線項目部在全線范圍內(nei)率先(xian)實現標段貫通,受(shou)到(dao)地(di)(di)鐵(tie)(tie)集團的(de)(de)(de)高(gao)度贊揚(yang)!

抓(zhua)節約嚴(yan)格制度(du)鐵面(mian)無私

“一(yi)(yi)項工(gong)程沒(mei)有(you)效益(yi),出(chu)現(xian)虧(kui)損,還不如不干,對(dui)企業也沒(mei)有(you)推動(dong)作用(yong)。”這是王春(chun)國經常掛在嘴邊的(de)(de)話。擔任過數個(ge)項目經理(li)的(de)(de)他,深(shen)知效益(yi)對(dui)企業發(fa)展的(de)(de)推動(dong)作用(yong)。青島地鐵14標項目部(bu),從2010年6月開工(gong),由于(yu)各方面原因(yin),工(gong)期(qi)一(yi)(yi)再拖延(yan),給(gei)(gei)工(gong)程成(cheng)(cheng)本(ben)造成(cheng)(cheng)了(le)很大的(de)(de)壓(ya)力。針對(dui)這些問(wen)題,王春(chun)國認真(zhen)查(cha)找造成(cheng)(cheng)前期(qi)成(cheng)(cheng)本(ben)壓(ya)力的(de)(de)因(yin)素,根據分析判斷,他把這些問(wen)題,歸結于(yu)進度上不去,造成(cheng)(cheng)機械臺班(ban)過多(duo)(duo)、人員工(gong)資增多(duo)(duo)、材料周轉不快、多(duo)(duo)投入等,找出(chu)問(wen)題癥結后,王春(chun)國及(ji)時在生產進度上做文章(zhang),在項目部(bu)內推出(chu)了(le)項目部(bu)績效工(gong)資考核制度,規定項目部(bu)各部(bu)室、工(gong)區和(he)施工(gong)作業班(ban)組完成(cheng)(cheng)和(he)超額完成(cheng)(cheng)當班(ban)計(ji)劃任務,一(yi)(yi)律(lv)給(gei)(gei)予相應獎(jiang)勵;對(dui)于(yu)未完成(cheng)(cheng)相應施工(gong)計(ji)劃的(de)(de)部(bu)門,則處以相應的(de)(de)罰(fa)款,獎(jiang)罰(fa)每月兌(dui)現(xian)一(yi)(yi)次(ci),經濟杠(gang)桿(gan)的(de)(de)作用(yong),把每一(yi)(yi)名(ming)參(can)戰員工(gong)的(de)(de)積極(ji)性調動(dong)起來,生產進度有(you)了(le)突飛猛進的(de)(de)勢頭,無形之中降低(di)了(le)工(gong)程成(cheng)(cheng)本(ben)。

在項(xiang)(xiang)目管(guan)理中,他及(ji)時注意(yi)開源節流(liu),定期進(jin)行成(cheng)本(ben)分析,對(dui)工(gong)地材料浪費過大的情況,他采取了工(gong)區(qu)上報(bao)材料計劃,經濟管(guan)理部(bu)(bu)門和(he)工(gong)程技(ji)術部(bu)(bu)門對(dui)其工(gong)作量(liang)進(jin)行審核,限額發(fa)料,一(yi)下扭轉了以往隨意(yi)領料的情況。同時他積極組織節能降(jiang)耗活(huo)動,對(dui)耗油(you)大,功(gong)力(li)不(bu)高的機(ji)械,一(yi)律進(jin)行改造,僅此一(yi)項(xiang)(xiang),項(xiang)(xiang)目部(bu)(bu)每月比前期降(jiang)低成(cheng)本(ben)15000多元。

獻愛(ai)心(xin)與員工(gong)相處(chu)以心(xin)交(jiao)心(xin)

一(yi)個(ge)項(xiang)目工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)的(de)(de)(de)(de)成敗,人(ren)與(yu)人(ren)之(zhi)間的(de)(de)(de)(de)和(he)諧(xie),起著至關重要的(de)(de)(de)(de)作(zuo)用。2013年(nian)(nian)3月份,為進一(yi)步理順內部(bu)關系,在(zai)(zai)他(ta)的(de)(de)(de)(de)主持下,項(xiang)目部(bu)開展了(le)(le)開門納言談(tan)心活動(dong)(dong),解(jie)(jie)答(da)解(jie)(jie)決職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)提出(chu)的(de)(de)(de)(de)問題(ti)(ti),采(cai)集合理化建議。他(ta)與(yu)每名職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)進行了(le)(le)“面對(dui)面”的(de)(de)(de)(de)談(tan)心交流(liu),對(dui)取得成績的(de)(de)(de)(de)職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)給予鼓(gu)勵和(he)肯(ken)定(ding),對(dui)存在(zai)(zai)缺點和(he)問題(ti)(ti)的(de)(de)(de)(de)職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)提出(chu)具體的(de)(de)(de)(de)改正(zheng)(zheng)要求及時(shi)限,對(dui)情緒波動(dong)(dong)較大的(de)(de)(de)(de)職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)了(le)(le)解(jie)(jie)思想動(dong)(dong)態和(he)家庭困(kun)難,理順情緒,化解(jie)(jie)矛盾,鼓(gu)起他(ta)們的(de)(de)(de)(de)勇(yong)氣(qi)和(he)信心。他(ta)先后與(yu)30多名員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)和(he)外協隊伍(wu)員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)進行了(le)(le)面對(dui)面的(de)(de)(de)(de)談(tan)話,項(xiang)目部(bu)每一(yi)個(ge)員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)(de)情況,他(ta)都一(yi)清二楚(chu)。項(xiang)目部(bu)外聘(pin)員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)洪(hong)峰家屬來探親(qin)(qin),正(zheng)(zheng)逢六(liu)一(yi)兒童節,他(ta)親(qin)(qin)自(zi)安排辦公室人(ren)員(yuan)(yuan)(yuan)(yuan)為他(ta)的(de)(de)(de)(de)孩子發放學(xue)習用品和(he)玩具;材料員(yuan)(yuan)(yuan)(yuan)曹月福(fu)收入不(bu)高(gao),家庭負擔過(guo)重,王春國(guo)及時(shi)代他(ta)向工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)會申(shen)請(qing)了(le)(le)救濟,解(jie)(jie)決了(le)(le)他(ta)生活上(shang)(shang)的(de)(de)(de)(de)難題(ti)(ti),在(zai)(zai)項(xiang)目部(bu)只要任何一(yi)個(ge)員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)生活和(he)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)上(shang)(shang)有困(kun)難,他(ta)都出(chu)面幫助解(jie)(jie)決,徹(che)底解(jie)(jie)決了(le)(le)員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)(de)后顧之(zhi)憂。而(er)家在(zai)(zai)青(qing)(qing)島的(de)(de)(de)(de)他(ta),因為工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)忙碌,一(yi)星期都回去(qu)不(bu)了(le)(le)幾(ji)次。2013年(nian)(nian)5月26日,青(qing)(qing)島市(shi)氣(qi)象臺發布(bu)暴(bao)雨警(jing)報,而(er)此時(shi)王春國(guo)的(de)(de)(de)(de)母(mu)親(qin)(qin)因病正(zheng)(zheng)在(zai)(zai)住院,他(ta)顧不(bu)上(shang)(shang)陪伴年(nian)(nian)邁的(de)(de)(de)(de)母(mu)親(qin)(qin),整夜奔(ben)波在(zai)(zai)施工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)現場一(yi)線,指揮項(xiang)目部(bu)的(de)(de)(de)(de)防洪(hong)搶險(xian)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo),直到(dao)27日暴(bao)雨過(guo)后,才(cai)急(ji)匆(cong)匆(cong)前往醫(yi)院探望母(mu)親(qin)(qin)。

正(zheng)是在(zai)(zai)王春國經理的(de)(de)帶領下,中鐵(tie)十(shi)四局(ju)青島地(di)鐵(tie)14標項目部全體員工發揚“逢山鑿(zao)路、遇水架橋(qiao)”的(de)(de)鐵(tie)道兵精(jing)神(shen),頑(wan)強拼搏(bo),兢兢業業,使14標段(duan)的(de)(de)施工生產進度(du)在(zai)(zai)3號線全線中處于(yu)領跑(pao)地(di)位,贏(ying)得(de)了(le)地(di)鐵(tie)公司的(de)(de)高度(du)肯定。2012年11月,中鐵(tie)十(shi)四局(ju)集團再中青島地(di)鐵(tie)2號線標段(duan),為中鐵(tie)十(shi)四局(ju)在(zai)(zai)青島地(di)鐵(tie)市(shi)場的(de)(de)滾動發展打下了(le)堅實的(de)(de)基礎。
